Try switching it to a different PCI slot.
WARNING: unplugging the power cord from the system does not remove all power from the board.
after unplugging the power cord, watch the CPU fan and press the power button.
The fan should spin a tiny bit. Now the board has no power on it.
If the fan does not try to spin dont worry about it. This is more of a safeguard.
