I'm sorry to hear you're having difficulty reclining your DC28. This can sometimes be caused if an object - for example, a pen that's accidentally been vacuumed up - is jamming the changeover valve. This is easy to check for using the airway inspection port:

Hello! The air pressure from the motor is most likely spinning the brushes in the upright position. This vacuum has a brush-roll on/off pedal located on the left side of the cleaner. To activate the brushes, power the vacuum on, recline the handle and then press the brush-roll on/off pedal. The brushes should begin to spin. If they do not the belt may need to be replaced. Hope this helps!
If your stabiliser pedal seems to be jammed, it may just need realigning. This is simple to do by following the steps shown in the video below.
If you'd like some further advice from our experts after giving this a try, please give us a call on 0800 298 0298 (UK), 1-866-693-9766 (US), 1-877-397-6622 (CA) or 1800 239 766 (AU). If your machine needs a repair, we can also confirm if this is covered under your Dyson guarantee. Please do not attempt to dismantle the vacuum yourself as this could void any guarantee on your machine.
Hi! Many of our vacuums include a brushroll shut-off feature that needs to be activated in order for the brushes to spin. The brushroll shut-off pedal is usually located on the right side of the cleaner on the hood. Your instruction manual will show you exactly where your brushroll shut off pedal/button is located if your vacuum has this feature. Also, on many models the brushes will not spin when locked in the upright position. The handle must be reclined for the brushes to spin. Hope this helps!
