Are you logged in as an administrative user on the machine? If so, when you open up NIS2009, you should see three groups of controls. The middle group for Internet should have the a link for Settings next to it. Click on that. Enable the option for Automatic Program Control (might be on an Advanced Settings tab). This will let the firewall configure itself when a new program is run instead of asking the user. It normally gets the settings right. In the Program Control tab, select the programs that it is blocking that you want to allow and change the Access setting from Block to Allow or Auto.

I am unable to do a google search?

Internet Explorer comes preinstalled on most Windows-based computer systems.
If you use Internet Explorer, you may run into the issue where the Internet browser does not open for some reason when you attempt to access it.
Usually that's caused by a minor flaw in your computer, one you can correct without too much effort or time.

Run the anti-virus software you have on your computer and perform a full system scan. Sometimes if a virus or malware infects your computer, it blocks Internet Explorer from launching.
Once the scan has finished, remove any bugs or infections your software found on your computer and attempt to relaunch Internet Explorer.
Shut down the computer and restart it.
Sometimes just restarting the computer can correct any error you are having.

Click the "Start" button, followed by "Control Panel."
The Control Panel window will load with a variety of system icons. Select "System."

Select "System Update" and allow your computer to connect to the Internet (no browser is required) and Windows tells you if any updates for your system are available.
Install these updates and your issues with Internet Explorer may disappear.

Launch a different web browser (such as Firefox or Safari). Using one of these browsers, you can usually access the Internet; you could try to download an updated version of Internet Explorer to correct the older version that's not loading.

Turn Off Google's Safe Search
Google's preference page allows users to customize settings and options that help utilize searches to the viewer's needs.
One of those options is Google's filtering tool.
This tool contains three filtering options that will filter your results completely, with moderate safety, or it will not filter the search results at all.
Google's filtering preferences also filter and determine what kind of keywords and keyword phrases appear in the Google search bar.

Click on "Preferences" on the left side of the search bar of the Google Home Page.
You will be directed to Google's "Preferences" page.
Scroll down until you locate the "Safe Search Filtering" section of the page.
You will see three safe search options: "Use Strict Filtering," "Use Moderate Filtering," and "Do Not Filter My Search Results."
Click the "Do Not Filter My Search Results" option to check the option and click the "Save Preferences" button to save your changes.

Cannot access a site although have put in browser, to acitvate it, have been having error page 403, gone into browser but still will not allow access to stite requested.

HTTP Error 403 is an error message which means that you are not authorized to view the web page which you are attempting to load. Usually, the HTTP error 403 - Forbidden means that access to the file/folder you are trying to open has been denied, either on intention or owing to a configuration anomaly. You could attempt using a proxy website if the access is blocked intentionally.

Cannot connect to internet - get told cannot connect the web page. No addresses connect....

it is almost certainly your firewall or other security software blocking the connection Make sure that your firewall program is configured to allow internet access.Besides personal firewalls, other security programs, including Norton or Symantec Antivirus, can block internet access or cause other connection issues, especially after the browser is updated.

Router Firewall

Not entirely. Hardware firewalls (such as the one in your router) will block incoming connection attempts based on the port they're using, the protocol, and a number of other factors (varied between firewall brands). Some are designed to block only popular attacks (DoS, PoD, crackers on port 80, Telnet connect attempts, etc...) while others will block a larger variety of attacks.

Anyways, software firewalls will block almost all incoming Internet traffic (except for the ones defined in the exceptions) along with almost all outgoing Internet traffic. The only way I find this to be useful is if you're trying to keep some private information private, or if you use that computer to determine if some software is trying to phone home (web beacon, trojan, dialer, etc...).

I really don't see the need for Software firewalls unless you're a hard-core web-surfer and don't care what you click on. If you do like the extra security, perhaps one of the better software firewalls is made by ESET.

I prefer ESET to Symantec's Personal Firewall because Symantec's Firewall on one of my older systems was hijacked by a virus a few years back which allowed the virus unprecedented access to the root of my Operating System. The virus gutted the computer without any alerts from Norton CE or the Firewall.

Anyways, I hope this was the answer you were looking for. If not, please feel free to respond with more details on what you were truly asking. All the best. ;-)

Can,t unstiall norton

Norton Internet Security 2004/2005 has an effective firewall. This is in addition to the Windows firewall. Firewalls monitors and restricts information that travels between your computer and a network or the Internet and provides a line of defense against someone who might try to access your computer from outside the Firewall without your permission. In this case the windows firewall was disabled and Norton Firewall was the main one. When some program from your computer tries to connect to the internet, Norton Internet Security gives a prompt, which has options to allow or block the access. Many times the recommended option is to block the access. So be careful to see what you are blocking internet access before clicking OK. Click the Norton Security icon at the bottom right corner in your system tray. On the pop up window, first check if you have not clicked ?Block Traffic? button. As this will block all internet access. If that is ok, maybe the program has been blocked access and has to be unblocked manually. But it was not easy to find where was the blocked list. But here is it location. Go to Norton Internet Security > System and Settings and this is what you see ... Then you see that the Personal firewall is turned on to protect from unauthorized access to spyware, adware and other unwanted software. Click ?Configure? button. Go to Programs and scroll down the list for Manual Program Control. There you will see the individual internet access settings for each individual program. And you see that Mozilla Firefox/Internet Explorer setting shows ?Block All?. From the drop down list select ?Permit All? and now open Firefox. It works! And he is back to using firefox as his default browser again. Now you can scroll through the entire list and individually set the programs to allow and block internet access. Now you may fix some programs not working with the internet which you might have blocked by mistake. You can also set some allowed programs to block. I hope this tip helps. Now figure out the Custom option yourself!
