Go to control program. Select user accounts. Make sure the user you are using is an administrator user. If not turn that option on on setup a new user that has administrator privliges and logon as that user.

Clicking on links in email don't work

Links in an email in the Junk folder will never work. It is set this way to protect you. However if you are clicking a link in an email in the Inbox, right click the link and then click "Open Hyperlink". Once you do that the links on emails in your Inbox should work from now on. If not, is IE your default browser? If not make it so. If that does not work open Internet Options >> Control Panel >> Programs Tab >> Reset Web Settings.

Control pannel

your account/user must be set as guest, you should have it set as an adninistrator, either create yourself a new account or try to change your account type. If you are unable to set an account as administrator you will have to reinstall windows to set admin up.
