No problem with the top burners
You most likely have a gas leak in one of your connections or fittings. go to the hardware store and get a small bottle of gas leak detector. Test each fittinig and even along the pipe to find the leak. Once you have found the leak fix it by tightening the fitting, undoing the fitting and applying pipe dope, etc.
