Tank full ip1000

I have a canon pixma ip 1000. When print is given it shows tank full and shows that the black cartiage which is new is empty. Help me . I have given again a new black cartiage and found the same error. I have washed the sponze and the pad inside the printer which absorbs the extra ink through the pipe . Still the green light and yellow light continues blinking and show the window message.
