As it is freezing so soon after switch on - it isn't even trying to boot, a disc is unlikely to be much help because there is a chance your hard drive died.
I would remove the drive and use one of the inexpensive usb/hard drive adaptors with another computer to check the drive before doing anything else.
If the drive is ok either the Windows is seriously corrupted or the laptop has a hardware problem.
I never bother trying to repair Windows but back up what I want to save and format the drive and reload Windows and the other software. It is a lengthy job but it is the best way to clean the drive...
