Either you need a new tank, or there is a problem with the platform that the tank sits on. The tank has to sit correctly or it won't work.

This happens when the filter on the inside of the lid for the dirty water tank is pushed all of the way up. You need to leave a 1/4 in. gap from the top to the top of the filter.

SOURCE: Hoover Dual V steam vac model F7425-900 won't dispense detergent

Check the spring loaded valve at the bottom of the detergent bottle.
Push it up with your finger or a pencil or some such thing and see
if fluid comes out. If it does, then the problem is the valve or tubing I
would suspect.

SOURCE: The hoover steam vac 5 brush agitator dispenses

You do not have the needed vacuum on the dirty water intake. Possible causes are:
1. No adapter sleeve in the back of the dirty water tank (the one that you remove to put the fabric hose adapter in)
2. The dirty water top is not sealed (cracked, not on correctly)
3. The intake shoot at the front of the unit is clogged with dirt/hair.

REMEMBER: This is NOT a vacuum cleaner - it is not designed to remove hair and dust.... ONLY wet dirt. If you fail to vacuum floors just before steam cleaning, the unit will clog up in minutes!!

You probably have a solenoid valve which has failed and will not open. This will require replacement of the valve. For temporary use you can mix a soap solution and put it in the rinse tank. The correct mix is 5 ounces of Hoover shampoo to a gallon of hot water.

Hoover steam vac model 5853-900 has 5 brushes/cleaning dispensers, am only getting 2 small trickles of fluid when I dispense fluid onto carpet

The brushes come off, they are clipped on as an assembly if you look at the bottom of the machine you can see where the cover for the vacuum slot that brings up the water clips on too. If you remove that you can see the clips that hold the brush unit better

Bissell ClearView powersteamer carpet cleaner does not seem to be dispensing water in the pre-treat mode

Pretreating (optional)
Note: Pretreating is recommended to improve
cleaning effectiveness for heavily soiled carpet in
high traffic areas such as entryways and hallways.
A.
Spray the BISSELL Tough Stain Pre-treat formula
onto heavy traffic areas, soiled areas, or stains.
B. Allow to penetrate for at least 3 minutes.

Maybe isn't su[pposed to dispense water, just the Pre-Treat solution. Then after a few minutes, shampoo normally.

Where the lip of the tank sits on the clear window, is the gasket there? If it is missing, it won't suck up the water. It is black, oblong (#24)and sits in a slot on the clear window providing a seal for the tank. Is the filter clean(#62), should be sitting in the square opening on the bottom of the lid, it sits right over the sucking opening.
