Have you attempted to reset it while it is connected to either your computer or power source? It sounds like your hard drive is corrupt. However' if it powers on after a reset with a power source connected you'll simply need to buy a new battery. usually that will run about 60-80 dollars. for that you'd have to call apple support U.S. iPod and Mac technical support: 1-800-APL-CARE (1-800-275-2273)
