*The set "blinks" 9 times when turned on initially, then when I shut the TV down, and turn it back on...it blinks 4 times. Still no picture.
*The "self diagnosis screen display" has the following errors...
4:v stop 1
All other catagories register "0".
*There is a "blue" line across the bottom portion of the blank screen.
*There is a "black" bar at the bottom of the screen as well.
*When the lights are out, and the TV is on, you can see faint images on the screen, but not definitive enough to make out what the images are.
That's about it...if any one has any ideas, I would appreciate your help.

Blinking red lights on the tv are error codes that explains hardware issues on the tv.
However, if after turning ON the tv and you will see the Sony logo on the screen before the picture goes off and then flashes red lights for a number of times, this could mean that tv can still be recovered. Try the option below to isolate possible issue with settings that cause your tv to shut off. Disconnect first all external devices from the tv
1. Turn ON tv first and wait until it flashes the red lights > press and hold down the UP Arrow button ( use remote control ) > while holding down the UP Arrow button, press the POWER button on the tv > tv turns off, wait until it turns on by itself > release the UP Arrow button when tv turns on
Note: reset is successful when you see a welcome screen on the tv and ask you to select your Language. This is the Initial Setup, just follow the on-screen instruction
If that solution did not resolve the issue then a service may be recquired.
Its either blue tube or bad componet on blue CRT board hertes how to know disconnect Blue CRT board connect to neck of blue tube turn set on see what happens if set come on and plays then this lets you know if it is a problem with tube/video ic on crt board. If set shuts back off different problem.
sounds like a problem in the stand by power supply as the Set is not blinking any code indicating its in protective shut down. I would assume its one of the low voltage regulators that has shorted. You would need a service manual to actually troubleshoot the start up and stanby voltages. Let me know if you would like a link where to purchase the manual. I will post a link that provide free tech assistance to help diagnose and repair your set when you get a manual.
