Yes, all HP Deskjet printer models feature a 'single cartridge print mode'. Just remove the cartridge you don't wish to print with; the printer will automatically revert into either greyscale printing (if color cartridge remains installed) or black only printing (if the black cartridge remains installed). However, if the installed ink cartridge is electrically damaged/defective the printer will display an alert message; it will need to be replaced with a new cartridge.

Unfortunately there is little you can do to troubleshoot hardware malfunctions like this you describe. Especially on inkjet printers. You would be better off getting a replacement printer.
Make sure you take the plastic guards off the cartridges, other than that there really isn't much more you can do.

From the problem you described, the encoder sensor may be causing this problem.
