Question about Cell Phones
The person that left the "Solution #1" is incorrect. You can go to a website called Trapcall.com and set your phone up so that you can find out the number of the unknown caller. Unfortunately there is a small fee associated with this feature and it also disables your voicemail. I think it is worth it to have a solution for a troublesome caller.

An unknown caller is different from a restricted or blocked number. Trapcall can unmask a restricted number and then obtain a name and address for that number.
I just don't think it can with unknown callers. Read that in the FAQ section at their site.

There really is no way to get the information who is calling. I have learned to just accept the call, then hang up instantly. You can also turn off your voicemail if you think they will call. Directions on disabling your voicemail are different per provider.
Usually UNKNOWN CALLER is someone with a private number or someone blocking their id (hence the invention of the ID blocker). You can get the police involved to trace the calls if its that bad.
