During Start all PCs go through something called a POST, which is a power on self-self. To Solve your problem you must first eliminate what it can't be. For sure its not RAM failing b/c the computer wondnt power on. It could be a corrupted windows files.
Try starting the computer into safemode by doing at coldboot and immeadialty after the computer turns on pressing either the F9, F8 or F7 depending on ur model. if you can get it into safemode try doing a system restore . If that doesnt work then you will most likely have to reinstall your OS
