The fan is a function of how hot the cpu and gpu units are getting on the motherboard. If the fan is running fast it means the heat from the motherboard components is not getting passed out of the enclosure. If you have 50 units of computer working the same time such as uploading big files, the problem for the rest among your 7 computers that work fast is between the hub connectors on the network system. You can check this connectors by replacing those slow ones to that faster computers. Then if your faster computers slow down and the replaced connectors from slow working bacomes fast then the problem is in your hub distribution connectors. If you had trace to that problem, then replace the whole unit of hub connectors.
