Find model number of motor go to https://shop.briggsandstratton.com/us/en/repair-parts locate charging diodes that are wired to flywheel. Some have one some have two most time if bad they will be noticeably burned. Sometimes the connector is just loose but if you have to replace be sure to install in direction removed. If that is not problem some of the permanent magnets in the flywheel may have disengaged.
You would think that two tarps would be enough, lol
I would get weed killer and kill the grass or put sand over it. the last suggestion is diggin it up and then putting sand over it to level it back up.
