Question about HP Pavilion F1703 17" LCD Monitor
There is a single bad joint on the power circuit board. It is hard to describe witch joint it is using words. Google image search should give you a picture of the joint you need to fix. Also with this monitor you should replace the 4 transistors on that board. Good luck. I hope this helped.

Your Monitor is most likly faulty as you say.
Here is a link describing a comman problem and if you or a friend are handy with a soldering iron you might be able to repair it.
