The red filter was not for having the camera in color mode, if you try switching it to black and white, then it will darken the sky and make clouds stand out, or in color mode if you are in a room with blueish lighting, the red filter can be used to adjust for that, but that can be adjusted by changing the white balance

Bissel carpet cleaner not sucking up dirty water why ?

Sounds like a clogged filter. Try cleaning the Flow Indicator Filter (turn Flow Indicator cap counter-clockwise to remove it, lift out rotor and filter under it. Clean filter and reinstall in reverse order); Check and Lint filter on the Heater tank Cap. All filters are recommended to be cleaned after each use. Bissell Consumer Care number is 1-800-237-7691

Won't wet carpet

Check water tank filter (under tank cap, looks like a screen). Clean any other filters like Flow Indicator filter. Just unscrew Indicator cap and the filter would be under the rotor.

What is the purpose of an R2 filter?

Each filter intensifies its color and darkens others, especially the color opposite on the color wheel. They're not of much use in color photography, unless you want weird color casts, but they come into their own in black&white photography.
For example, a red filter intensifies red and darkens blue. It can make a sky look almost black, making clouds pop out. Similarly it can darken foliage. A green filter on the other hand will brighten foliage.
If your camera can take black&white photos, try taking pictures of a red rose with green leaves with and without the filters. With one combination the rose and the leaves will be the same shade. With a red filter the rose will be bright against the dark leaves. With a green filter you'll get a dark rose with bright leaves.
With digital photography you can achieve the same effect in postprocessing, but some times its easier to get the result in camera.

9500 doesn't pick up water

Try checking the lint filter. It is located in the top clear plastic section (the one with the dial to switch from floor to tool use) and is a small (1 inch square) red plastic filter with a door on it. Flip the door open and it is probably clogged with hair, carpet fibre, etc.. Clean it out and hopefully you will have suction once again.

Bissell 9500 2x deep clean (NO SUCTION)

Like everyone else (!) your lint filter is probably clogged. It is located on the top clear palstic section (the one with the dial to switch from tool to floor use) and is on the underside. It is a small (1 inch square) red plastic filter with a little door on it. Flip the door open and you will probably find it is clogged with hair, carpet fibre., etc.. Clean it out and you should have suction again.
