the beep are known as "over beeps", they are generated at the end of a transmission by the transmitting raido to signal that the user has taken his or her finger off the transmit button and has ended transmission, like how they used to say "over". as for the hissing, have you tried adjusting the squelch?

You will need more information of the Police frequencies in your area. They may be on a conventional one channel at a time set up or on a Trunking system.
Trunking systems will change frequencies and a conversation can jump around channels.
The reason being is a Trunked system will use a group of channels and their radios will be given any open channel in the group by the system controller computer at the site depending on what brand of system they have. The conversation may stay on one channel or jump to one or another.
If you can find the local radio technician at a two way shop or ham operator in your town. He or she might be able to tell you what frequencies and codes to put in your Talk-Groups.
Your scanner is a bit more complicated than a regular vhf / uhf type scanner so it has to be set up to work in your area and most all areas are different.
