Problems with running installation cd for radeon 9250 video card

I can't seem to run the installation cd for the ati radeon 9250 pci graphics card. I have Vista, but it keeps saying "you are not using a compatible operating system. installation will be terminated." In addition to this I have no sound since putting the card in.
