Sounds like a key is stuck. Check all the keys to see if anything is stuck under them, and blow them out with a can of compressed air (keep the can upright, the liquid that can come out if the can is upside down damages electronics).
Setup entry key could be "DEL / F2 / Enter" depending on BIOS manufacturer. So, the key might have pressed/stuck/short circuited in keyboard. You can try plugging off the keyboard for the start. Some BIOS need keyboard to boot. Anyway, if you're not seeing the BIOS Config after plugging out keyboard, the keyboard key is the problem here. Try swapping with another one or hit those keys for few times. Good luck.
Looks indeed as if the TAB key was stuck or malfunctioning. The most common cause for such behavior is a liquid spilled on the keyboard, a bit of which got between the layers of the keyboard membrane films and causes intermittent semi-short between conductive areas. A trace of liquid caught between plastic films is hard to get rid of, as it practically sealed and doesn't evaporate. If it doesn't go away, you may need to replace the keyboard, which is not very expensive fortunately,
check if F2 works. also check if F12 works. if all fails then some of your keyboard keys might not be working.
if you are stuck in dell logo the screen might asking you to press anything which will allows you to continue.
Most probably the keyboard has konked out. Simply try the same with a working keyboard & mouse, 'cos it seems to get stuck during POST(power on self test) due to one or more components malfunctioning. If you had removed the PS2 jacks recently, check for bent pins too.................sodeep
put the cmos battery back in and before you turn it on press and hold down the f2 key should send you to bios where you will have to reset all funcation becase you removed the battery
It sounds like the key that is stuck is producing a fault condition which is causing the motherboard speaker to sound a fault code.
Try using another keyboard.

pls notic that through notepad
when noise comes just open notepad d &cheak it any alpha or numric key is stuck or not
also check with on screen keyboard witch is inbuilt in xp
start---->all programs---->Accessories----->Accessibility
if any key is stuck the keyboard display hilightly this key
