Does not go to first post on boot up & no graphics, all fans work

installed second hand mobo into new case, this board was removed from a working pc, after being wired up & switched on the heat sink & case fans kick into life also cd rom lights light up, hard drive motors also work, replaced bios battery, power pack & flashed bios, did notice when flashing bios there was no fan rotation when powering up the mobo when removing bios memory, this mobo was stored in an anti static bag & boxed for six months prior to re use, tried powering mobo with every think disconected from board, still wont post & no graphics
