Why I can not get into my bank e-statement that is sent to me by e-mail? When I log in, I get security certificate present website expaired?

Check the date / time to make sure it is correct. Many times, this is a cause of an expired security certificate. You may also want to contact your bank for assistance.

When I type in my browser www.ebay.com it goes to the home page. When I hit the sign in page it says: problem with website security certificate. the security presented by this website has expired or is not...

1. try using this address https://signin.ebay.com
2. check you system date, if it's not right than your browser would think that the security certificate is expired
3. i recommend updating your browser and/or using the latest Mozilla Firefox browser http://firefox.com/

Internet Explorer cannot display web page

a couple things I've seen
- first the address as posted is invalid (can't find) but if you insert a dot (.) between parents and brickshools then it finds it (http://parents.brickshools.org/)

- if the corrected address is correct it looks like the site is redirected to a secure connection (https vs. http) and then the problem is that the site owner's security certificate has several problems as follows:

The security certificate presented by this website was not issued by a trusted certificate authority. The security certificate presented by this website has expired or is not yet valid. The security certificate presented by this website was issued for a different website's address. these issues were presented to me by Internet Explorer v7.0 - the main address functions (http://brickschools.org/) so it definitely seems to be a security certificate issue on their end. I would speak with the site owner. btw, I'm coincidentally in Toms River :)

When I click on my mail icon, I get this message: the security certificate presented by the website has expired or not yet valid.

Yes if it's a web based email server then you will have to "accept this certificate" to access your email from within your Browser.
