Where do you find the Print Manager on OSX?

I have been trying for days to get my epson to print. My Mac doesn't seem to have an ink cartridge monitor- a way to dialogue with the printer and work out the problem

- I think the problem is not with the Mac, but with the printer software. Reinstall the CD that came with the all-in-one.
