diconnect the battrey boot then put it back this problem is caused by the new acer's battery they call it smart but it's not compatible so after boot in the hardware manager disable the battery and the problem is fixed (i try itt with my aspire 3000)

When you start up, is it using the ac adapter or running off the battery?
Either way, 1/2 hour to boot is too long. I would have to say you have a possibility of a memory modules or hard drive going bad or not seated correctly, or a virus like problem, in which case doing a re-install would not repair the situation unless you did a complete clean install and not a repair.
Can you provide more info in that regard?
