Old computers can be cured with old tricks... No that doesn't sound right. You probably set your resolution so high that your monitor does not register.
A solution includes pressing F8 on boot until you hear a beep (That means, "I got it, stop pushing" and select Enable VGA Mode. This will enable basic video driver reset to 640x480; because your computer is so old, you should stick with 1024x768 as your highest resolution for a 15 inch CRT or LCD. Always check the manual of the monitor for what resolutions it supports. Your PC cannot even accept another monitor. Specs seem antiquated. Please invest in a new PC soon.

What type of Monitor do you have?
LCD - press the menu button- scroll through your settings - disable the demo if it'd turned on - under luminance, make sure that DCR is set to off.

CRT - the same rule apllies, if that fails press the degause button.

If that dont solve it, please relay the make and model of the monitor... and what type of o/s you are using.

When open my cp blue view appears in my monitor

check the moniter color (RGB).
2ad right click the desktop>go to properties>select appearance>click windows & buttens>select windows xp style.
other color scheme just click & select default blue than apply-ok.

Do you mean you do not see color on your monitor display right now?

If so:
1) Find out your monitor model
2) Do a search naming your monitor model (ie) dell 783s) and download the driver specifically for windows 98
3) see below for accessing Device Manager to update the monitor driver:
