Most likely you need to check with your carrier due to when your friend sends you a ringtone it will go through the phone as a multimedia message (MMS) so for those to work you need 2 things first 1 text messages must work 2 must be able to access net if able to do both of those things then you need to contact service provider to make sure that your MMS is on.

Problem is a known issue with V3xx. If Inbox/outbox combined are above 300 messages, text messages are sent as picture messages. Use the auto-cleanup if you'd like, or manually delete texts, but I've had this issue with my V3xx since I first got it, and was told this same answer by AT&T tech support.
Get the person you want the ringtones from. Like a family member freinds. Tell them to send you a sound text message and then when you get it you should probablly be able to save as ringer.
I had this same problem and called Motorola for support. The solution is to clear text/mms message inbox and outbox. The default setting on my phone was to never clear the inbox but I changed that to remove messages when they are 10 days old, I have not experienced the problem since.
