Canon i70 Printer failure - constant fla...

I cannot reset my canon i70 printer.
power off does nothing.
opening the front to change the ink cartridge does nothing.
it won't print, won't respond, it does nothing other than flash consistantly.

no error message is given other than "cannot print"

does anyone know how to reset the thing?
I've tried maintenance in the settings/control panel and that doesn't do anything as well (no response from the printer)
