My HP-Compaq D530 SFF is set up to dual boot Windows XP Pro / Windows 7. I've been using it that way for about a month. I just purchased an HP KQ246AA Deluxe Webcam but not matter how I install the drives, my PC will not boot if I leave it plugged in. It does not even make it to the point of the Delayed Post, so I cannot debug in SafeMode. I've had no problems like this with my other USB devices sucha as my HP printer, or APC UPS, or anything else I've plugged into its USB slots. I've tried rebooting with all other USB devices removed, and still no success. I've played with a couple of the BIOS setting, but no joy there. Could it be an ICQ problem? I thought such conflicts were gone with Windows 98?
