Question about Onkyo TX-SR674S 7.1 Channel Up-Converting A/V Receiver Amplifier
You have sent to video output in the menu to auto, change it to the correct setting, should read ntsc.
You also want to check your cabling, if you are using cheap cables that came in the box, throw them in the rubbish and get some good cables. They cost money but are worth every penny.
While checking your cable quality make sure that they are connected properly. Make sure you turn everything off when you are playing around with HDMI cables because they do carry power, and don't like to be unpluged when your system is on.

Check the tv setting for aspect ratio and make sure it matches the one coming from the cable box.
