Keep dumping all of the water

the washer just keep dumping all of the water, i took of the brown wire to the water dumping moter and i was able to wash wen the wash was finish i had to put the wire back on to dump the water
what do i need to do with this machine if is a new machine.

- when starting a new wash the washer never get full with water to start the wash becouse it is dump the water all the time.Clarification Request

Do you mean that water does not stop entering your machine from the wall faucet?
