As above, this camera quit working and only showed the multi color slanted lines on screen and can't take pictures or change menus or anything.
Would a bad battery or low voltage cause this?

No this is clearly a CCD sensor problem ( CCD generates image in v-cams and still digital cameras ) if the sensor is outputting too much noise then your image will be distorted just like yours is. If the sensor is outputting nothing then camera shows blank screen ( also notice that with this problem you can playback OK ).
