What I do is watch for other toys that are similiar that someone has thrown out. Then reuse the parts.
You could try Craigslist for your area. They have a wanted section where you can post what you are looking for. Put a picture of your item and say you want one that's broken.
You can also check Garage Sales and Thrift Stores for an item that is reasonably priced that you can use to swap parts.
The other alternative is find something that will fit, but wasn't an exact match.
Either way your local Ace Hardware or Home Depot or the like may have some washers/screws etc to help you retrofit the item.

I have the same problems with many of my ride on toys. If you find anything out, please let me know. I even called Little Tikes and the guy said that he couldn't help me. I would really hate to just throw the vehicles away when they are in good shape, it's just a tire!
