Unfortunately, there is no adjustment on the wheels of the DLX. However, you can often adjust it's alignment by ensuring that the weight of the golf bag is properly centered on the cart.

Yes according to this it takes a 24 volt Lithium battery. Fortunately putting a 12 volt battery in won't have damaged it where as 24 volts into a 12 volt system will.
Take it to your local golf retailer and they will know someone that can diagnose and repair the electronics.
I presume you checked the battery had a full charge.

Maybe your front end alignment is off?
Measure the distance across the front of the front wheels and across the rear of the front wheels.
On this cart the measurements should be almost exactly the same.
Measure carefully as the measurement needs to be exact.
If the measurements are not the same,adjust one or both tierods to make the distance between the front and rear of the front wheels the same.
TIP:AVOID sharp turns on pavement which will also accelerate tire wear.
More likely than a short, the lithium battery is probably not holding a full charge. Best to contact BagBoy directly for immediate assistance.

I'm sure you figured this out by now, but for others stuck with the same question, here's how you fold it: the upper handle of the cart is 'locked' into place with the lower cart just above the upper bag strap. It's the same plastic piece that adjusts the angle/position of the handle. Slide this plastic piece back up the shaft (toward the ball holders), and the upper handle will release & fold down. The 2 side wheels also fold in at the same time.
