With the phone OFF and BATTERY OUT.
BACK COVER OFF.

Pass a vacuum cleaner gently over the MIC for two minutes.
A small paper clip can be use to assist removal of dust and dirt.
DO NOT PUSH paper clip or any object inside.

Inspect for dis-mounted item inside the phone.

Re-insert battery and cover.
LG Env VX 9900 is the best music and simple video phone.
Do this clean up around the lower MIC portion will keep the sound quality is check.

If its verizon which is what it looks like then you need to call #228 and listen to the instructions. Press 1 and it will go thru the activation

It sounds like the found phone isn't locked and you can get into it.
In that case you haven't said that you've gone into Settings and switched its Bluetooth on, while your phone is Bluetooth pairing mode.

Why not simply call Verizon or stop by a Verizon store and let them fix it for you. You can't format a phone that I know of, just the memory chip in it.
