I think wat ya need to do is completely set it all up again, right from the start.. I enclose a link for a manual & the other one is for the "Driver".
Your "Provider" will have a different setup and address etc... indeed maybe they will have setup software and logon details on their web site, I suggest ya check that.

I'm not sure what you mean by "connect your windows XP to the internet" Windows XP is an operating system for a computer To connect a computer to the internet, You need a service provider that provides Internet service such as your local cable company. They will install the necessary equipment to connect your computer to the internet. Verizon provides FIOS service in selected areas. These providers provide broadband service

Dial up service is the least expensive of the services , but it tends to be slower in all aspects of internet service.
A router or switch is used to network computers together. A modem is required to convert the network traffic to traverse the appropriate medium broadband, DSL modems etc. So yes you would need a modem to connect to the internet.
To connect to the Internet you need a few extra things aswell as a network or wireless card and install the LAN or wireless driver. 1. You need to sign up with an Internet service provider. 2. Connect a LAN cable from your computer to the DSL or cable modem 3. You need a DSL or cable modem and connect and configure the modem to inaccordance with your Internet service provider's instructions. 4. Install Internet Explorer if it has not been done. 5. If everything has been done correctly, when you open Internet Explorer youcan access the Internet.
If you have a wireless router and it is connected to the DSLor cable modem then - To connect to yourwireless router, the router needs its wireless settings to be configuredwith the SSID, encryption key etc., also the wireless cards in all thelaptops/computers needs to be configured with these router's wireless settings.Then the laptops/desktop computers can communicate with your wireless router.
If your using a DSL line, then the PPP settings should be adjusted... PPP means point of protocal prresence used in DSL... If you've converted over to CABLE or other means, then disable the PPP settings or Clear them out. And have the system recommend a setting to start with when you reboot.
What you need is a wireless router which is connected with the dsl cable and it should be configured to broadcast signales, ip addresses and security etc. Usually this service is provided by Internet service provider companies (ISPs) which give dsl connection.
If your generic android PC has a network connector port (called RJ-45) built in then there is a chance that you can directly connect it with the dsl cable otherwise you have to take Wifi signals from the wireless router to get internet in the device.
If you reformatted your Windows on your pc, there's no need to change the settings of your network connections. The Westell 6100 can either be connected to your pc using the Ethernet port or the USB port if you're using the combo cable or Y-cable. It's more stable to use the Ethernet port for your Lan connection. For the USB, to reinstall the USB connection properly, you'll need the Verizon Installation CD. Make sure the USB is not connected to your PC first before you install it. You just need to follow the CD because it will tell you when to hook up the USB cable to the pc. If you still have the CD, after it runs, you have to select existing customer and then select connect new modem. After that you just to have follow the steps to install the USB connection properly and then your modem will work fine afterwards. If the problem still persists, you can try replacing the cable. If all else fails, it could be a modem problem already. You also need to check your Network Interface Card of NIC as we call it, it's built in your pc. it's the device that allows your pc to communicate with the modem. Normally after reinstalling windows, the NIC is forgotten, make sure you also install the drivers and utilities Cd for your windows.
Do you have internet service (Cable, DSL, etc.)? If so, a router is a great tool for keeping the bad guys out of your home network. If you don't have an internet connection, a router is very useful for connecting multiple computers together. In some cases, you may want to share resources with a neighbor (unlikely, but possible). A wireless router would be extremely useful in this scenario.
So in answer to your question, a router doesn't need a modem to operate but it does need an internet connection to get you on the internet. A router by itself does not provide internet connectivity.
