Since it is Bluetooth, you have to pair the Bluetooth to your host computer or device. Find the correct window or screen and put it into discover mode, do the same with the headset. RTFM
Your code (PL code, interference eliminator, quiet call) is not programmed the same on both radios. The Cobra appears to be set to open squelch (no code). Set your Motorola code setting to zero (off). This should solve the problem.
Try powercycling phone. Make sure you're not on your phone and check and make sure you have another phone available. Re-test phone. If you still can't hear other party, re-test handset by turning your speakerphone on.. if speaker is ok and audio on the phone is the problem. Have your phone troubleshooted again by service provider for other options.
