Check the remote control for its infrared emission. The red light on the remote you see is not the infrared light, but an indication only, that there power comes to its circuit, as you press a button. The infrared LED is placed at the front end of the remote control. I HAVE THE SOLUTION TO THIS PROBLEM.
Confirmed with Samsung tech support. Problem is with remote. to fix, simple take the batteries out of the remote. Press and hold the UP Volume button for 2 Mintues (no cheating, it has to be at least 2 minutes), this Reset's the Remote Control. Put the batteries back in. Bob's your uncle. all fixed.

The receiver more than likely received a software update or reset itself and reset the codes to the receiver and tv. We will need to set the remote address again and run a power scan to control the tv. Using the front panel buttons on the receiver press the menu button twice. This will put you at the system info screen. You will see the remote addresses for tv 1 and 2. They will probably both be set to 1 if the receiver reset. Press and hold the SAT button on the TV1 remote until all lights across the top light up and release. Now key in a two digit number between 1 and 16 (for 1-9 precede that numeric with a zero) now press the pound key at the bottom right of the remote numeric keypad. The SAT button will flash three times and press the record button until the remote address on the screen displays the one you entered. The receiver should now be able to be controlled by the remote. Now we need to do a power scan - press and hold the upper left TV button until all buttons across the top light up and release. Press the red TV button and release, The TV button should be lit constantly. Now press the channel up button slowly until the TV turns off. Once it does press the channel down once and then cannel up to see if the TV turns back on. If it does press the pound sign. Now press the record button and you are back in business. To program the DISH Network remote with your T.V we usually integrate a code into the remote that works with the brand of your T.V allowing our remote to function with the T.V itself by reading your post you don't mention the brand of your television but that is not a problem there is another way to help program your remote without having to use a code, it is called Power Scan in the Power scan procedure we search for the code that gets the remote to control your T.V. Once they light up in red you enter the number 500, you wait for the top buttons to go off and the you will press and hold once again the T.V button until the buttons light up again once you see them come on you will press the big red Power button on the remote once immediately after you press the big red power button you will press one repeatedly the channel up arrow one time after another until T.V turns off immediately after it goes off press the pound button (#) you should see the T.V button light up 3 times then try turning the T.V back on using the remote it should work.
