Step 1
Plan to secure the infant seat facing the rear inthe middle of the back seat. If a center position is not available, positionthe seat directly behind the driver's side seat. For safety reasons, therestraint should not be placed in a position where there is an air bag. Ensurethat the proper vehicle lap belt system is in place; manually adjusted lapbelts, automatic locking retractor lap belts and lap/shoulder belts withlocking latch plates are all considered safe for use with the Graco InfantCarrier/Restraint.Step 2
Remove the carrier from the Graco car seat baseby squeezing the lever at the rear of the restraint and lifting the seat up.Place the base in the vehicle facing the rear. Thread the vehicle shoulder andlap belts through openings at the end of the base without twisting the belts.Secure the belts by placing plastic tongue over the belts. Tighten the vehiclebelts by pushing down on the base and pulling out any slack.Step 3Install locking clip to secure shoulder and lapbelt together just above the seat belt buckle. Connect the two belts with thelocking clip. Buckle the lap belt system and tighten by pulling out any slack.Ensure that car seat base is secure by pulling and pushing on it; the baseshould not move sideways, forward or backward.Step 4
Place the Graco carrier in the base. Push down onthe restraint until it clicks and locks into the base. Set the infant in therestraint for travel and place harness straps over the baby's shoulders. I had the same problem, so what I did was look at the first picture from walmart.com's page with this car seat.

I noticed where the straps went through the restraint systems, and remebered that I took the bottom ones out last, so I'd put them in first.

Then I threaded the straps through the buckle parts that snap to the bottom buckle, up through the buckle parts that snap together, then back through the holes in the cover and seat at whatever height your infant is. After that you secure it in the back like the sticker at the side indicates :)

I hope that's clear enough!

you may have to remove the bolt that holds the buckle to the floor. Try to push the belt into the retractor and see if it frees up.

I assume you are saying it is in the locked mode. It has an automatic lock mode for holding a child seat. When the belt is pulled all the way out, it goes into locking mode. You will hear it ratchet when the belt starts going back in.

DESCRIPTION AND OPERATION Safety Belt, Lap/Shoulder The dual locking mode retractor on the shoulder belt portion of the combination lap/shoulder safety belt for the front seat passenger and rear seat outboard passengers operates in two ways:

1. In the vehicle sensitive (emergency locking) mode, the shoulder belt retractor will allow the occupant freedom of movement, locking tight only on hard braking, hard cornering or impacts of approximately 8 km/h (5 mph) or more. The front and rear outboard seat belt retractors can also be made to lock by pulling/jerking on the belt.
   

1. In the automatic locking mode, the shoulder belt retractor will be automatically locked and remain locked when the combination lap/shoulder safety belt is buckled and does not allow the occupant freedom of movement. This mode provides tight lap/shoulder belt fit on the occupant and on a child safety seat or infant carrier installation restraint.
   

1. When the combination lap/shoulder belt is unbuckled and allowed to retract completely, the retractor will switch to the vehicle sensitive (emergency) locking mode.
   

WARNING: REAR-FACING INFANT SEATS SHOULD NEVER BE PLACED IN THE FRONT SEATS.

If there is a little ******** the top side of the seat u pull that as u pull on the straps of the restraint seat and they will retract in to the seat but it is easy to do without the child being in the seat

If you have two plastic harness adjusters located on the back of your seat please follow the following steps: On the very bottom of your car seat locate two metal anchors one on each side of the seat, pull the metal anchors out of position and turn them sideways and feed them through to the front of the seat. Release the buckle tongues and chest clip and pull the harness straps to the back of the seat while pushing the chest clips, buckle tongues and harness anchors through to the back of the car seat. NOTE: You may find it easier by pulling down the seat pad when feeding the straps through. All pieces will fit through the harness slots. Choose the appropriate slots for the new harness position. Push the harness anchors, harness straps, buckle tongues and chest clips back through to the front of the seat. Once the straps are completely pulled back through to the front of the seat, make sure the straps are not twisted by clipping the chest clip together and buckling the buckle tongues, then feed the metal anchors through to the bottom of the seat and clip anchors back into place. ********************************************************************* If you have an adjustment strap that is located in between the child?s foot area that allows you to loosen and tighten the straps please follow the following steps: Loosen the harness straps by pressing the harness release button that is located between the child?s legs near the feet area; while pulling on the harness straps from the front of the car seat near the shoulder area.
