1. it was making some loud noises and then stopped. now it blows hot air but when the thermastate is turned up to cool it tries to turn on but can't. so all i get is hot air. 2. on second air unit, there's water not ice just cold water built up on the inside fins behind the filter and it is constitently cutting on and off when on power saver. it does cool somewhat.

Re: runs doesn't cool
Hi, Give the first unit about 15 minuets and try it again. The pressures have to equalize it the system before it will restart each time the compressor kicks off. The second one sounds like its doing what it needs to do. There should be water on the fins but no ice.

Your going ot have to shut it down and let it deice. remove the filter and replace it or wash it out . this might take a few hours so leave the indoor fan on it will speed thing up a bit. also set the temp to mid range and close all unused rooms off it has to cycle a bit but really my money is a dirty filter and ice.
If your fan motor is slowing or stopping mid cycle it will cause the compressor to over pressurize. Many compressors have aan internal mechanism that will kick in with a loud whooshing noise, then the Thermal protector shuts the compressor off, cools then restarts. If this sounds familiar, you will need to replace your fan motor before you burn up your compressor...which to be honest may already be irreparbly damaged(sorry). Hoping 4 the best.
I would take a very close look at every solder joint there is between the inside unit and the outside. If you observe oil at any point it indicates a leak at that point. That is an expensive price for what you say was done. Check your invoice for the amount of refrigerant they or he added to the system. Compare it with the amount stated on the outside unit nameplate. Check for frost on the suction (big line) by the outside unit. If there is frost your coil is frozen up. If this is the case turn the fan on and the cooling off. Allow it to run in this manor for about an hour to defrost the A coil. Then return to the cooling mode.
This is nothing but an either or -or ! First, make the thermostat calls for cool, there are suppose to be 2- noise outside, the fan motor and the compressor (and if a old system,a humming noise which is the contactor coil which picks up the main 240-volts).. hurry up and take a stick or something and turn the fan blades, if it picks up speed and run, then its the capicator. If not then the fan motor is bad.! (BOTTOM LINE)!
Have someone check the run capacitor of this unit. If the run capacitor is bad over shorted it can cause the unit to run and short cycle on a current overdraw. This makes for an electrical imbalance in the compressor motor. Next step is the compressor is faulty.
