Although rare the pipes may both me hotter near the heater and the cold water line will get colder the farther back you go from the heater. Now I would do yourself a favor and hire another plumber to do the work on your water heater because from what your telling me these guys don't know anything about water heaters and I suspect they may have bumped your TPR valve (although if you ask them I'm almost positive they'll deny it). Here's what happens. From not be being used all the time the TPR valve gets buildup in it from your water lines, and as soon as the lever is pushed the TPR valve will constantly leak water until it is replaced. I would try replacing that first. To replace it simply unscrews with a wrench, just be sure to turn your water heater off and drain it halfway before replacing. That is the least expensive option. Next I would try putting in an Amtrol Expansion tank. Your local home store can get you the right one. It expands when there is excess pressure in the line. A plumber would have to install this and if you already have one make sure it is working properly. These are the only two things that would make a TPR valve leak. So while the two are not linked, I still don't think it is a coincidence.

If the water heater is electric; BE SURE AND TURN OFF THE CIRCUIT BREAKER TO THE WATER HEATER, DOUBLE CHECK THE VOLTAGE AT THE WATER HEATER WITH A MULTIMETER BEFORE DOING ANYTHING ELSE!

I assume losing pressure through the PR means Pressure Relief Valve (PRV) or temperature pressure (TPR). Open in TPR may mean boiler is overheating/overpressurized. Open in PRV means the Pressure Reducer/Fill Valve in the fill line of the boiler is broken.
House Water Pressure in a home is 30/40 PSI min to 60-80+PSI max.
Boiler PRV/TPR are set at 30 PSI open (SYSTEM PRESSURE) so too high a house water pressure will open the PRV/TPR. Replace the reduction regulator on/in the fill valve assembly

This is correct the water is leaking from a "Temperature Pressure Relief valve" Often called a TPR valve. This is not that uncommon. But the Question is, is the valve bad, or is it working fine and just doing it's job? These valves are designed to open when the water gets too hot or the pressure gets too much. So the problem may not be with the valve. It may be the heater is set too high, or that the water pressure in the house is to high. Here and Here are some links about TPR's The good news is if it is just a bad TPR it is not a difficult or expensive repair. Just make sure you get an identical one. (one that has the same ratings) Here is another that talks about replacement.

The plastic drain valve is a possibility. Also the Temperature/pressure relief valve is typically piped close to the floor if there is a drain near by. People tend to ignore water heaters. The TPR valve really should be excersized annually. If it won't re-seat, then it should be replaced. Second the tank should be partially drained annually to drain any solids that have accumulated in the bottom over time. If you don't do this frequently the drain valve can become almost impossible to operate.

Relief valve is leaking

The relief valve is a SAFETY Device.... what every you do, don't plug the outlet....
These valves are designed to leak for one of two reasons: Too high of a water pressure or too high of a water temperature...

Be very careful around this because if it decides to open up more, there's most likely going to be alot of hot steam that can scald very rapidly.

First of all, check to make sure the thermostat on the water heater is not set too high...dial it down about 25%. Then watch to see if it's still leaking.

You may want to check your water pressure...has there been any increase that was noticeable lately?.. If not, you may want to replace the TPR valve with a new one... readily available ...
to do so, turn off the gas to the heater, close the inlet valve and attach a drain hose to the outlet on the side of the water heater and run the other end outside. Drain off enough water to allow removal of your TPH, install the new one using teflon tape liberally on the threads. Tighten and then close the drain valve, and open the inlet valve, and once the tank is full, relight.

Have a pheem 15 gallon electric hot water heater that i am trying to install and I do not know where the side mounted tpr value and pipe assembly gets tied into or does it just floats their until pressure...

the t-p valve is for pressure release, if you have to much pressure it will spout off, you need to chck the pressure comming into it should be no more than 75lbs, the tp valve has a rating of 95lbs,, it is not to do anything but just sit on the side of the water heater and should install a drip leg {section of pipe} this is for safety, when it goes off it will be hot water nd this makes it so you can get close to the water heater to shut off the supply

Assuming you are talking about the temperatur/pressure relief valve, it is stuck open.

1. Turn off gas or electric to water heater
2. Close water supply to water heater
3. open hot water faucet on nearest fixture to depressurize hot water system.
4. close tpr valve (you may have to push in on the center spine. It may be resistant to closing from sediment. If so, opening and closing several times may solve that issue.

Once you get the tpr valve closed, close the faucet and open the supply valve. If the tpr stays closed, go ahead and turn on the gas/electric and re-light pilot and turn on control etc.

If the TPR blows again, you will need to replace it. YOu can buy a new one at any plumbing supply store. Shut down the heater again, drain a bit of water out using the valve on the bottom of the tank. there is probably copper pipe connected to the TPR valve which you may have to cut or maybe can just unscrew. The TPR threads out of the tank, install the new valve (make sure to use pipe dope or teflon tape.
