Has it worked before, if not, try pluging the usb into the back of the pc, as there is more power coming from those usb hubs. if that doesnt work, i suggest spending the $20 on a wall charger.

Battery is charged, but only get a yellow and red exclamation point when plugged in for charging, otherwise no power when unplugged.

First, I would suspect a bad battery. Try changing it with a known good battery. Check the metal contacts on the phone and the battery to make sure they are clean and damage free.

Death/dead/damages wont turn ON but battery is OK

It could be that the battery went dead while programming the you should take it to a mobile service center and have it check or diagnosed to determine what is further needed to get it working again.

MOTOROLA v360 death/dead damages wont turn ON

probably faulty firmware, or the battery blown.
if the firmware is faulty and cant usb connect, the fone is probably stuffed.
if battery blown, just buy new battery.

How do i?

1.Disassemble the phone.
For part 2 u ned acces to the TestPoin to bypass the bootloader and get the phone detected as blank neptune.
(The testpoint is covered by the metal shield. You have to cut off part of the shield to uncover the testpoint.)
2.connect the main board to computer using usb cable
3.connect the testpoint
4.connect the battery to the board
5.start the "p2k easy tools v3.9 cracked"
6.disconnect testpoint and use the software to unlock the phone.

Cannot cannot charge my motorola v360

probably the charger port is broken or there is some software problem. you can not charge a phone with a USB2.0 cable if its completely flat.
