Remove the battery and the plastic sheet on the screens (if still on them). Put phone in the oven turned to lowest setting (below 200 F. if possible). Let stay in oven for 8 hours and try the phone. This procedure fixed mine after it was in washing machine.

Chances are that the very thin, delicate ribbon cable that goes to the upper part of the phone with the inner display screen has either come detached from the circuit board, which can be fixed, or the cable itself has broken and in which case the phone is non-repairable.
I solved this problem myself. Thanks for allowing me to post anyway. Nice to have a backup plan. First I had the wrong bluetooth listed it is actually H700 not H710. And to get it in pairing mode you press the call button and hold it while opening the boom and the purple light stays lit then it is ready for your phone to search and find it. Very simple really. Makes a person feel rather stupid when you realize how easy it really is. Thanks again for having a site for dumbies like me.
Go to any search engine on the net and type in something like "Sanyo scp 3200 drivers". This should give you sights to download the driver you seek. Although the software you have may work too...try it first. There may be a link to upgrade drivers in the software you already have.
I had the same problem with my phone, had it fixed once under warranty a few months later had the same problem. They told me it would cost a fortune to fix, I was about ready to give up until i examined the phone a bit further, it seemed as though the contacts on the battery were somewhat worn, I simply packed some paper between the battery case and the top of the battery, seemed to fix the problem for now.
