I'd like to help you, but it is very difficult to diagnose based on your description. We will need to gather more info as we try a few things.
1. Why are you reinstalling?
2. How old is the system?
3. Try the following & let me know the result: turn system back on. When the normal LED indicators are on, press & hold down the power button for 4+ seconds until everything goes off.
4. If step 3 worked, then turn power on & hit bios setup key (f2?).
5. See if HDD is detected.

check for an update with windows 7 then go online to asus support or call them. They should have a solution for you.

Hi Stan - You're correct in your assumption about the battery failure. The manual describes that as a battery failure error.
The semi-good news is that a replacement (third party) battery can be had for as little as $32.00 on places like amazon.

Thank you for using FixYa
Hey I can understand your frustration. I have an MSI PR400 laptop and I had a similiar issue while it was new and in warranty. They put a new motherboard in mine. I read that you tried it with and without battery. Did you remove the battery completely and restart? There is a slight possiblity that it is the power supply not charging the battery. You say there is a green light, but is it green on the adaptor? If so the charger is probably good. If you are handy with electronics you could try to get a reading with a volt meter on the tip of the charger. I don't see an easy solution and you will probably endup taking it in for repair. Did you push the reset button? Some models have one. I wish I could help more but that is about it on a notebook since it is a closed unit. You will need to take it to a qualified service center.
I hope this was useful and please comment if this was helpful to you.
Testimonial: "Thanks Denny for the feedback. I think the adapter is working fine as the 'charging' light is on. Planning to take it to the support centre tmr. "
