Problem for Amana DLW330RA Top Load Washer

Incoming water for soap add slow

Kenmore HD 90 series Model #110.92292100 serial #CDO778325 . I replaced the rubber cups on the water inlet valve because water just trickled in. Water fills great now. When it first comes in for the soap fill it takes 2 minutes for that, is this normal? I have cleaned the valves on mixing valve they look ok. This was a free washer. The water inlet valve will cost $95 and mix valve about$85. Any ideas. All help appreciated.Thanks Al.
