It could be a conflict.. but the main thing is there really is no reason to have a 3rd party firewall installed on windows, it has it's own firewall, then you have the firewall built in to the router, all mcafee's firewall is doing for you is taking up resources and potentially causing conflicts.
I would remove that firewall and see if that helps, if not, reset the router to factory defaults (there should be a reset button on the router) and configure it again, possible that it was not set up correctly or got corrupted somehow.
With the introduction of Windows 98 SE Service Pack 2, there is no reason to have another firewall installed.

There is not much protection you will be getting from the firewall of that router. You could let it be disabled and if you feel that the router firewall should be enabled then you might have to check if there is any firewall update for this product. You could log on to.. http://www.belkin.com/support and enter your product details including the version number you will be able to download the firmware.

You may have to check your Windows firewall and also the router firewall settings to allow the device to work.
1. Windows firewall instruction found in the "Security systems" > "Windows firewall" > "Allow a program through Windows Firewall".
2. check your router user manual for the firewall settings for the router.

The router firewall should never be the cause of failing updates. If the update is detected and download, the installation can only fail because of local computer settings, not a router's firewall.
So your PC's firewall could (maybe) be the cause, but even that is not common.

What is the error message? And is this a Windows update or a specific program update?

Windows XP includes a built in firewall. By default, the firewall is enabled (turned on). In order to use your router, you must turn off the Windows XP firewall. Your router already provides a firewall for you so turning off the Windows XP firewall will not make your system any less secure. Follow the steps below to disable your Windows XP firewall: 1.
