Sounds like the high voltage transformer is bad. Best bet is to call a service shop. I wouldn't keep watching the set, as this will just cause more damage.

61"RCA Scenium modle number d61w136d When turning

You are on the right track, if the lamp is not lighting bright enough it could do this exact thing, the three tries is standard on RCA products, called the 3 strikes and your out---set will try 3 times to make it on and then shut down.

The color wheel while possible usually makes a high pitched fan like sound and with lamp out you should be able to see it to know if missing parts of the wheel or shattered.

I have an RCA Scenium HD DLP 50" TV Rear

What is the Model Number that is printed on back of TV?
You say TV is DLP ,but you are posting Model# HD52W59 that is for Projection that has 3 Tubes Red/Green/Blue Tubes.
If TV is DLP then problem will be the Color Wheel
If it is Projection then it has a coil on the deflection board that either needs to be replaced or
resolder ciol and take a Glue gun and glue over the top of coil. Coil LL037 on the right handside of the FBT flyback transfomer.

The humming noise on my rca scenium starts just a

If this is a DLP set, which I suspect it is....you need a new color wheel. Common problem for these sets. If you don't have an extended service plan, about a 300--400 fix, in home.

RCA tv Making a clicking noise

This is a power supply problem it may be as simple as a blown fuse or as complex as a malfunctioning IHVT (Integrated High Voltage Transformer). Is it worth fixing, only you can answer that I would estimate the cost from $100.00 - $500.00 at least.
