Hello my kenwood kac-7201 cooling fan won't stop when car is off

- it seems like it could be that but even when i uninstaled the fan it was still drawing enough juice to drain my battery over night... and it was in the winter so it wasn;t cause of the heat.... the led light turns off when i shut it down but the fan stays on and even when i had the amp out and hooked it up to a booster pack with only the positive and negative terminals attatched it still runs... when i hook it up you can hear a small squelling sound that comes from what i'm gonna call a resistor or capacitor: looks like a ballast would; metal brick with wires wrapped around it... i had the opertunity to get it repaired at a kenwood dealer and they wanted an outragous price to fix it... i could go buy a new one for what they wanted... thanks for the reply, i would like some more info if i may? i'm gonna assume you live in the states givin the web site you have? i'm in london canada so it may not be worth it for me to ship it... and help with this is greatly appreciated.. thanks again.....
