your Acer computer, your current fan may be too small and weak to handle the
heat output, and require upgrading to a larger, more powerful fan.

processes or programs.
Your computer's CPU generates a large amount of heat while
in operation, so programs that require large amounts of CPU usage may trigger
the fan more often.
Watch for additional signs of overheating, such as sudden
shutdowns or computer crashes. Check inside the case for signs of other
components touching the fan and causing vibration noise.
Solution
Do not overtax the CPU by opening numerous processor-intensive
programs at once.
Check that all screws, cards and wires are securely fastened
and away from the fan.
Keep your computer clean inside and out, to prevent the
build-up of dirt on the fan blades or air vents and minimize the threat of overheating.
Apply a drop of oil to your fan's shaft to give it proper
lubrication and smooth, quiet rotation of the blades.

Does your BIOS POST runs then you might be having a Disk Booting Problem, If you dont see your BIOS POST Screen, then check if you can hear any beep sounds, If you hear beep sounds check the ram whether it is properly inserted in the ram slot or the ram might be faulty.(You may have to change the Ram). If you dont hear any beep, check whether the buzzer(Speaker in the CPU) is working, If buzzers were working fine before, then you might be having problems with your mother board or processor. If you know how to work on such problem try reinstalling the processor, ram etc in the cpu . Otherwise call a service engineer to have the job done.

Some HP computers are known for video card fan noise. I had an a1250n and a m9500f with this problem. On the a1250n, they replaced the video card 4 times. HP finallt told me they know about this problem. I guess they had to keep giving inferior video cards until you got a good one. If it is under warranty get a free replacement from HP. If not, don't mess trying to fix it like putting special oil on the fan spindel which helps for a short while.

Make sure the memory and any add-on cards are seated properly on the mainboard. If this has no effect try replaceing the cables to the disk drive(s) with new ones. As a last resort you can reset the BIOS either by removing the specified jumper on the mainboard or removing the coin cell battery for 10 mins or so. Good luck.
