My Toshiba laptop will not charge. Not sure if the problem is the battery or the cord not working properly.

i had the exact same problem and my toshiba laptop NEVER left my desk and i NEVER wrapped my cord around and around...eventually it would just shut off more and more and then one day i was never able to get it to turn back on. my power cord was okay and my battery was just fine. it had something to do with my motherboard and it was cheaper for me to just buy a new laptop then it was to fix it.

If you have said multimeter, you could check the power cord (cord which plugs into the AC 110volt house current) for continuity, assuming this cord unplugs from the power supply. Use the ohm meter function to do this, and cord must be unplugged to do this.
One problem which happens with laptop power supplies is the user (you) often wrap the cords around the box over and over again, and the wiring eventually fatigues and breaks, resulting in no power output or perhaps intermittent power if the cord is positioned just right. (especially referring here to the cord from the box to the laptop) A break like this can be repaired- a tech savvy person could disassemble the box part, unsolder the card, cut the bad part out, and resolder/redress it. I've done this on a couple units here at the college where I work, both having the exact problem described here.

Hi, can you use a multimeter?
If so then check on the power suply what the voltage output should be for that unit.
Then with the power turned on GREAT CAUTION MUST BE TAKEN AT THIS STAGE AS TESTING THE WRONG END COULD CAUSE ELECTROCUTION use the meter to test the laptop end plug only and see what power output you have.
If you can not do this then take the power supply to a technician and have it tested. If ok = dead battery, if not replace power unit.
