My lg u990 does not come on even though the battery is charged

U are not using an original LG battery. They have some sort of chip inside them for ID purposes. When you use another battery, even though it fits properly, the phone will not charge the battery!!!!
On my LG the off brand battery works but I have to use a universal charger to do the deed and not the phone. It appears LG has taken it one step further by not even allowing you to use a non LG battery!
That really bites!!!!!!!!!

You can Unlock it simple by using the Unlock Code ,you can get the Unlock code at low cost from here

Take the SIM and use it with another mobile and see if it works. Use a different charger in ur LG Viewty and check if it is the problem in charger or mobile.

have you tried activating your celfones bluetooth? if so, try to turn the bluetooth so that it can communicate with your headset. if it still wont work, it may be your bluetooth headset.
